Sometimes the problem can't be fixed by you:
Came accross a problem today that had no solution. My flows connected to an app just wouldn't work. For anyone who was not the owner of the flow (not even co-owners could use the flows in this app).
After troubleshooting, and troubleshooting, and going "wth is going on" more than a few times.
I looked at the admin portal's "Known Issues" tab.
And there it was, my issue.

When the problem is odd, check to see if there is a known issue.
If there isn't, and you've gone through the troubleshooting. Open a ticket to report the problem.
Before opening a ticket, click on known issues. Filter by your product(s). And search for keywords:
